Create a new DOFSecurityMode from a given byte representation of DOFSecurityMode.
- Resource Management:
- This function allocates resources that must later be freed by calling DOFSecurityMode_Destroy.
- Parameters

length | [IN/OUT] [IN] On input this should point to the length of buffer. [OUT] After the function returns it will point to the length, or number of bytes in buffer that were actually used to form the new DOFSecurityMode. This must not be NULL. |
buffer | The buffer from which to unmarshal the DOFSecurityMode. This must not be NULL, and must contain at least the number of bytes specified by the input length value. |

NULL | is returned if the buffer, based on the provided length, could not be unmarshalled to a valid DOFSecurityMode, an invalid parameter was detected, or there are insufficient resources to allocate the DOFSecurityMode. If NULL is returned the value that length points to may still be modified from its input value. |
