For DOFConnections, this negotiator attempts to establish a non-secure connection to an AS and allowing only traffic using the Ticket Request Protocol. For DOFServers, this negotiator only allows the connecting node to negotiate a non-secure connection allowing only traffic using the Ticket Request Protocol.
